聲明:要求政府放寬「外傭強制留宿政策」

入境處於7月16日突擊檢查愉景灣稔樹灣村,並以涉嫌違反入境條例拘捕了六名菲律賓籍外傭。我們強烈要求政府早日檢視「外傭強制留宿政策」相關的入境條例,以確保僱傭雙方均有選擇的自由,並盡快向公眾提供外傭「合理工作及居住條件」指引,以及建立抽查外傭居住環境的制度,保障外傭的工作及居住環境是合理、安全,及具私隱的。

《外傭的普遍處境:貢獻被隱形了》

在剛過去的6月18日,立法會的人力事務委員會就著外藉家庭傭工的中介費用事宜,展開了一場討論[i]。外傭的權益看似與港人無關,當中有不少問題其實都值得本港市民關注。 政府自70年代開始便從外地輸入外傭,時至今日已有超過三十萬名外傭在本港工作。她們對香港貢獻良多,釋放了不少女性的勞動力到本地市場,以提高本港的生產力。然而,她們卻大都面對被外傭中介公司剝削的問題,而且在社會上處於被孤立的位置,令她們的困局難以消解。而她們所作出的貢獻亦長期被視若無睹。

香港政府必須監督安排外傭來港的中介公司以及確保它們不會向傭工和僱主收取過多的額外費用。   雖然現時已有政策保護傭工所付出的中介費用不可超出他們本來薪酬的10%。然而,中介公司大都無視這項政策,這令到傭工和僱用他們的家庭都有所損失。 香港政府有責任使相關政策在實際上和精神上都得以實行,以使中介公司能回應大眾的真正需要,而不是在不幸的一群身上榨取利益。

家傭僱主黎小姐

黎小姐(化名)感到非常困擾,她在2010年1月尾多次來電求助。一名她曾經聘請,而已自願離職的印傭正在控告她欠薪,雖然黎小姐表示已付清款項。 黎小姐的女傭是由AGENCY介紹的。她當時急需家務幫手,代理向她介紹一名聲稱合約已完成,不用離境而可即時上班的女傭。但當完成聘用,並付清中介費用後,她只工作了一星期。代理致電並說女傭需要辦理手續,要「暫時離開香港一下」──到中國大陸去。黎小姐問需時多久,代理說只需一到兩個星期。事實上為了辦理簽証,她得留在大陸一整個月。
